Cooling equipment does not draw a flat amount of electricity. It runs harder as the indoor-to-outdoor temperature gap widens, and it runs longer when the outdoor air stays hot overnight. A three-day humidex-42 stretch collapses the usual overnight recovery window that lets a system idle. Cycle times stretch. Compressor duty climbs. The bill follows.
The Ontario rate environment amplifies that dynamic. On the Ontario Energy Board's summer time-of-use pricing, residential electricity currently costs 9.8 cents per kWh off-peak, 15.7 cents mid-peak, and 20.3 cents on-peak — with the on-peak weekday window sitting from 11 a.m. to 5 p.m., which is precisely when the hottest hours of a July afternoon land. Under the ultra-low-overnight option, the gap is even wider: 3.9 cents per kWh from 11 p.m. to 7 a.m., but 39.1 cents from 4 p.m. to 9 p.m. on weekdays. On ULO, the late afternoon is a ten-times-overnight rate.
This is why pre-cooling matters, and it is not just consumer-tip material. A 2024 evaluation of Ontario's Peak Perks residential thermostat program found that participating devices used an extra 0.546 kW in the hour before an event to pre-cool the home, then reduced demand by an average 0.590 kW during the peak window — a 32.1 percent demand reduction, measured across the participating fleet. Shifting cooling load out of the on-peak or ULO late-afternoon window is a documented, load-shape strategy in this province, not a hypothesis.
Household exposure is broad. Statistics Canada reported that 83 percent of Ontario households had an air conditioner in 2025, with 76 percent penetration among homeowners and 52 percent among renters. When Environment Canada issues a warning that reaches every part of the province, it is landing on a large, cooled housing stock at the same hour.
The practical read: on a humidex-42 day, the cheapest kilowatt-hour is the one drawn at 3 a.m., and the most expensive is the one drawn at 5 p.m. The rate schedule does not change because it is hot.
